"Speakers can be just as eloquent and persuasive reading from a text as they can speaking without one. However, this really is a question of strategy. Whether you agree or disagree with the president's "off-script" statements, they do pose a real communications challenge. The effect has been to exaggerate the disconnect that many Americans feel right now between what they are most concerned about and what their elected leaders are saying.
It's good to be provocative and to take principled stands -- and leaders from both parties shouldn't be afraid to do so. But always be smart about how you choose to make news."
